As of the November 2020 General Municipal Election, the City of Orange will move from a 5-person City Council- four at-large  Members and a directly elected at-large Mayor- to a 7-person Council with one directly elected at-large Mayor.

Updates for By-District Elections

As of the November 2020 General Municipal Election, the City of Orange will move from a five person City Council- four directly elected at-large Council Members and a directly elected at-large Mayor- to a seven person City Council with one directly elected at-large Mayor.  The City’s six new voting districts will each elect one Council Member, with everyone voting for Mayor.

Because Council terms will be staggered so that the entire Council will not be up for re-election at the same time, the districts will rotate through the election process as follows:

Districts 2, 3 and 5 will have Council Members elected at the General Municipal Election in November 2020, and every four years afterwards.

District 1, which was randomly selected, will elect a two-year term Council Member at the General Municipal Election in November 2020, after which the District will elect a Council Member in 2022, and every four years afterwards. Because there will be four districts with seats open in 2020, this was necessary to make sure that, going forward, there were three open Council seats in three separate districts up for election every two years thereafter.

Districts 4 and 6 will have Council Members elected at the General Municipal Election in November 2022, and every four years thereafter.

The Mayor will be an at-large seat, directly elected by voters from all districts at the General Municipal Election in November 2020, and every two years thereafter.

The Orange County Registrar of Voters will produce the detailed street-by-street official City of Orange District Map, which will be added here once available.

On November 12, the Orange City Council unanimously approved the second reading of a resolution that officially transitions City Council elections from at-large to district-based beginning with the General Election of November 2020.

The City conducted a lengthy public participation process that included open community meetings, public hearings, and professional guidance from a qualified demographer and other consultants. The City Council then considered a large range of public and consultant drafted district maps, which were revised several times based on community input.  Ultimately, “Amended Focus Map 138” was selected as the official City district map.

During the Orange City Council Meeting on 9/10/19, the Council held a Public Hearing to review and receive public comment on the Focus Maps (106, 110,  and 122.) and their respective amended maps.  After input from the public and deliberations by the Council, the City Council selected Map 135 (a variation of 106 and 122) for further consideration.  The Council directed the City’s hired demographic consulting firm, NDC, to further refine Map 135.  They then continued the item to allow more time for public input and participation, and for NDC to prepare the Council directed revisions.

The deadline for public comment on Focus Map 135 and its subsequent revision is 10/11/19.  The new amended Focus Maps and Proposed Election Rotation schedule will be published on 10/15/19.  The Public Hearing on the amended Focus Maps will be held at the regular adjourned City Council Meeting on October 22 at 6 p.m. in the City Hall Council Chambers located at 300 E. Chapman Ave.

At their meeting on August 27, the Orange City Council received a presentation from the City’s hired demographic consulting firm, NDC, on a series of draft district maps. The maps under consideration included those submitted by the public as well as those prepared by NDC.

After closing the Public Hearing portion of the meeting, the Council then selected maps 106, 110, and 122 as the “Focus Maps” for further discussion and/or revision.

All amended focus maps, both created by the public and the demographer, are available in the links below. The proposed election rotation in each amended Focus Map remains the same as the Focus Map on which the amended Focus Map is based. The City Council will consider all amendments and comments received at a Public Hearing on Tuesday, September 10, 2019 at 6 p.m. in the City Hall Council Chambers located at 300 E. Chapman Ave.

Utilizing established criteria, demographic statistics, and community input, the City’s hired demographic consulting firm, NDC, has prepared a set of draft maps for City Council consideration at a Public Hearing on Tuesday, August 27, 2019 at 6 p.m. in the City Hall Council Chambers located at 300 E. Chapman Ave. All proposed draft maps, both created by the public and the demographer, are available in the links below. Also provided below is a Proposed Election Rotation schedule. It is anticipated City Council will consider this schedule at the September 10 Public Hearing with the first reading of the ordinance to adopt a final map and establish districts. The regular September 10 City Council Meeting will be at 6 p.m. in the City Hall Council Chambers. The second reading of the ordinance is scheduled for the regular City Council meeting on October 8.

The Orange City Council received a report on the feedback gathered at the first two districting community meetings on July 23, 2019. The Council adopted Resolution No.11178 specifying the criteria to guide the establishment of electoral districts and setting the deadline of August 29, 2019 for submission of amended maps by the public.

As part of the Districting process, we are looking for feedback from our citizens. As part of that feedback, you can draw a map of your proposed districts. Please submit your initial draft maps by August 1, 2019.

The next community meeting is Wednesday, June 26, 2019, 7 p.m. to 9 p.m. at the Shaffer Park Community Room, 1930 N. Shaffer St. The community meetings are intended to allow residents to provide input on the composition of districts, including such matters as communities of interest, neighborhoods, and where to locate district boundaries.

This meeting will be identical in scope and content to the one held at Grijalva Park on June 13. The meetings are intended to help shape the criteria used in creating the City’s draft district maps. If you are unable to attend a meeting, you can provide input via our online District Map Tools. Click here to access the District Map Tools page.

The Orange City Council will hold three public hearings concerning the content of draft maps for city council electoral districts. The first set of draft maps will be available to the public on August 20 at (Click here for Proposed District Maps and Map Tools. Note: typo on spreadsheets posted on August 20, 2019, has been corrected.). The first public hearing will be the presentation of these maps on August 27, 2019. The first reading of an ordinance to adopt district maps is scheduled for the September 10, 2019 City Council meeting. The second reading of the ordinance is scheduled for the October 8, 2019 City Council meeting. All three meetings will be held in the City Hall Council Chambers located at 300 E. Chapman Ave. beginning at 6 p.m.
